It is a MAP gage from a piston twin such as a C-340 or Senica. you can get them pretty cheap at salvage yards or the flymart at Oshkosh.
The best feature is the needles are on the same axis so it is very easy to read.

Lockwood Aviation sells a set (about $89) with a adjustable valve for each side, they help to adjust out the pulses on the needles which you'll need as you check sync at different engine speeds.
Thanks for all the responses. Much appreciated and confirmed my suspicion that 4.5 hours to sync the carbs likely means that their equipment was not working, they didn't know what they were doing, or both...
