Had the same problem a while back and I think it was the scavenge line blocked I think the ball just prevents the oil from draining through the turbine after shutdown anyway I removed the pipe and cleaned it out and it came good

If you have oil coming out continuously during engine operation the scavenge system is plugged. This is from shutting down the engine without a proper cooldown, inadequate oil cooling or incorrect oil quality.
The most likely cause of the blockage is burnt oil flakes (coke) in the scavenge tank or flakes stuck in the banjo fittings (two of them on the scavenge pump, one on the oil tank). The scavenge tank needs to be removed from the bottom of the turbo and cleaned out and the hoses/ fittings also removed and cleaned. After cleaning test this system: disconnect the scavenge return hose from the oil tank (5/16" hose with a banjo fitting), put it in a bucket and run the engine for a 10-20 seconds. You should have a good amount of oil coming out in a spurting fashion.
If you have oil leaking out after the engine is shut down overnight then the check valve is not working. It needs to be re-worked. See Heavy Maintenance Manual Ch 79-00-00 sec 3.2.

Thanks for your help guys, problem solved. Found a blockage in the banjo fitting on top of the scavage line where it goes into the scavage pump. Thanks again
