If I turn on the key it cycles and returns to the shut position then if I advance the throttle a bit it opens the gate and I can move the arm back and forth it seems OK I reset the throttle potentiometer so maybe it was that

It possible but lets make sure the mechanical bits are OK; does the servo and wastegate cycle normally when you turn on the master?
