Serial number 4426526 only has 25 hours on it.
Is it mandatory that it must be rebuilt if it is timed out? Thanks

4426526 was produced almost 18 years ago ( 15-Jun-2000 ).
TBO extension possibilities can be looked up in this document:

Thank you for your quick response, on a Sunday no less!!! So an 18 yr old motor that was mounted in 2012 with 25 hours on it is still an 18 yr old motor and requires overhaul? 4426526 s/n

Absolutely, in fact it is more at risk than a decade-old engine with 1000 hours on it! That engine is at risk for failure due to the potential of corrosion inside, and other internal factors due to the oil degrading over time.
Even if it was properly "pickled" for storage, that process is only good for 24 months. (Must be repeated at annual intervals)
What does the log book say? Has the engine been treated according the ROTAX storage procedure at the specified intervals over its entire idle lifetime?
Refer to Section 8.1 "Engine preservation and storage" in the current Operators Manual ...
