Mike,
This may not be relevant to your situation, but I pass it on for what it may be worth:
Last year after having to trim off and resecure the cockpit end of the throttle cable (get rid of the end that was fraying) it seemed that no matter how we tried to adjust the tension on the spring at the throttle handle we experienced throttle creep.
Unexpectedly, when we synched the carbs (turned out they were pretty badly out of sync on the low end, the creep situation resolved completely.

Mike,
I'm surely no Rotax expert, but my take on your question on using a weaker return spring would be "it's hard to see how that could hurt anything" particularly if it's only modestly weaker, and would be inclined to try it.

My old 912uls had throttle springs My newer engine doesn't. ANyone know Why?

Some 912ULS carbs were equipped with springs that defaulted the throttle to full-power RPM and some that were equipped to default the throttle to idle RPM. Some had no springs at all. It depends on the airframe manufacturer's specifications and design. See what your airframe manufacturer specifies.
