leak down low on one cylinder / oil usage

I feel pretty sure that my valves are seating. I did a compression test and got the following;

#1 -108, #2 -115, #3 -118, #4 -118

It seems if there is a valve issue it is #1.

When I did the leak down on #3 I did not hear any air from the intake or the exhaust, but the oil in the canister was bubbling.
