In Rotax training classes we explain this. The fitting is to get a slightly higher pressure reading for the carburetor vent lines at WOT. (TPS over 108% open)
This fitting comes fitted from the factory in the correct position and is mounted with a torque seal (orange color) dab to check it has not moved. On the flats of the nipple, for your wrench to fit, you will find one flat with a drill dimple. This mark is so you can know where the drill hole on the inside of the fitting is. When it is installed there is a limit to the angle relative to airflow from the inlet. At the factory it is set for the lowest CO measurement so best you can do is adjust it to be in the range by angle.
