Vibration and falling rpm

 At that low of rpm it sounds like a piece of debris/dirt has lodged itself in one of the idle jets. Maybe a piece of the float broke off.

 I found that the diaphragm in the left carburetor was mounted incorrectly.  I'll disassemble the carburetors for a thorough cleaning.
