If the Oil cooler is below the Oil Pump, it is not going to drain when you take the hose off the Oil Pump.
However, You can expect the Oil Tank to drain, so be ready to catch a couple of liters of Oil.
The Locktite is Oil tolerant, this means the threads do not need to be spotlessly degreased, but they should be "Towel Dry".
If there is visible Oil pooling in the threads, that is too much.
The Purge is just to get the hoses refilled, so there is no reason to get overly concerned about some residual air in the Oil Cooler.
Once you indicate Oil Pressure during the purge process, the hoses are filled.
There is always some amount of air circulating with the oil.
As long as you see Oil pressure within 5 seconds of the engine starting, all is well.
The engine pumps the entire oil tank through the engine in less than a minute.

the #1 objective of the purge is getting air out the lifters (tappets)
#2 is to have oil pressure as soon as you start the engine.
To do this you need to get the air out of the cooler & hoses.
