I agree a notch and steel rod, also though not apparently sensible a steel rod and hammer tap briskly as if pushing the plug straight in will jar & ease the thread/seat binding.
Once mine (Rotax 8p h.p.)was released thus, after lots of angst, I have always used a standard Rotax Copper crush washer - same as my oil tank plug - under the plug. Torqued the same & of course wire locked, it always comes out easily on oil change/Annual inspection never leaks either. Means I do not risk cracking the 0li crankcase from brutal force either !
It's a tip I've used for years now, surprised no-one else seems to know.
