Looks like a Propeller Spacer.
How thick is it?
Is there a part number stamped in the metal?

Hi Jim

It is a prop flange protector. They used to include it with each engine. (discontinued years ago) This was when wooden props were very common and did not have alloy hubs. the flange would protect the wood from being damaged when you tighten the prop bolts.
