Best exhaust spring tool

For removal: I use a length of discarded 12V automotive cable. Just thread loose end through spring hook, tie cable ends together, pull - works every time.

For reattachment: Combination of bent end needle nose pliers and the aforementioned precision tool (12V cable)

I like these. Durable and will not leave a mark in the spring that may lead to failure later.

Sean you are right...but....my solid puller can be used at right angles where items like the muffler are in the way of a direct pull of the electrical wire.  I also use a Snap on push pull spring tool  https://shop.snapon.com/product/Push-Pull-Spring-Tools/Push-Pull-Spring-Tool-(Orange)/SPRG625O

It is pricy yes, but in some places, especially tight exhausts, the push part can come in handy.  With a bit of creativity you can make this out of an old screwdriver.  Just be sure to harden the end so it will not break off with heavy pulls.  (heat and quench it)
