Hi John,
The old filters you could pre fill. These new ones has an internal check valve and can't be pre filled. I guess if you wanted to pour an ounce in and let it soak into the filter, but that may take forever. This is why we "vent" the oil system by turning the prop after the oil change.

I had read that the filter should be pre-filled so I attempted to do that but it didn't soak in and I ended up dumping out the little bit of oil I had put in, so I didn't bother mentioning it. I guess now I know it's the filter and I'm not crazy.
