Static rpm is really only good to get you in the ballpark with an unknown prop and plane. Once there the only real way to get a true pitch setting for the prop is to fly it and make any final adjustments. When I tested all those props years ago some props had quite a lot of difference in static rpm to be the same rpm in the air. I had some 2 blades that 470 static was good while other three blades were closer to 4900. Static is a good coarse adjustment. Flying the plane and making a final adjustment is the best way.
