The restrictor I have is a Rotax-supplied part that fits into the nipple that screws onto the clamp block (Part 17 in the drawing, P/N 840737).
The hole in a 0.65mm restrictor is nearly 3.5 times the area than a 0.35mm hole. I wouldn't do it. On what end of the hose you fit it would make a tiny (negligible) difference, flow-dynamic wise. I see that someone used a Rotax pilot jet screwed into a fuel nipple (http://www.rotax-owner.com/en/rotax-forum/3-4-stroke-technical-questions/1775-new-fuel-pump?start=40).

Thanks for your replies. I got myself confused because someone told me not to forget to install the restrictor in the fuel return and (not knowing much) figured that meant I had to buy one and install it somehow. However, after talking to a Rotax parts person and seeing your replies I see that (being brand new) the part is already inside the banjo bolt (indeed, you can only both together as an official part) and I have no need to look for one.
