Here is a photo of my engine fuel system. The only thing different is shortly after the photo was taken I added a tee nipple to the top of the fuel distribution block with one side of the tee going to my fuel pressure sensor on the firewall. The other side of the tee of course goes to my fuel recirc line as shown in the photo. Orifice restrictors are all properly sized in the proper locations.

I see a fuel filter on the feed line just before the fuel pump. I may be worth while to remove it and put a tube in its place just for a test flight.
I see a plastic wire tie on the fuel feed hose to the fuel pump. Make sure that is not tight. It can and will restrict flow. I have seen it a few times. If there are any clamps on the fire sleeve hose make sure those aren't too tight. I have seen people put clamps on fire sleeve and ratchet them tight and restrict flow.
Rule out everything no matter how odd or insignificant it may seem.
