At last i solved the problem, and now the lamp functions perfectly. It was in my case a very simple problem. From the regulator goes two wires( a double wire) to the lamp, and when i switched the connection of the wires to the lamp (from left to right) it began to function.
You can't just connect the lamp to the regulator. You also must connect it right to the lamp. Try and switch the connection to the lamp. If that doesn't work, its either the lamp or the regulator that is faulty.
