The fuel flows into the gascolator bowl through the hole in the center bottom of the cap. The fuel then fills the bowl and flows out through the filter screen on the cap. This allows any water and sediment to settle to the bottom of the bowl and be drained out through the drain valve that is checked during your pre-flight inspection. Make sure to plumb the fuel lines so that the flow lines up with the arrow on top of the cap. There also should be a smaller inlet line in the middle of the cap which is used to return fuel though the return orifice from the fuel pump.
The fuel will not bypass the bowl even though it might look like it will if you are looking at it from the outside.
