According to Roger, "the BUDS diagnostic program can be downloaded from the Rotax website, but to make it functional you will need a $800-1200 dongle".
Why the need for a dongle? Could you not connect your ECU through a 9-pin D-sub connector directly to your laptop running BUDS? And does anyone care to comment why Skytek in a recently published 912iS installation (http://www.zenith.aero/video/rotax-912is-installation-explained) put two 9-pin D-Sub serial ports on the panel? Do you really need two separate ports for Lane A and B of the ECU?
Some clarification would be appreciated.

You should install two Dsub maintenance ports for 2 reasons:
1-you do not want any connection between A and B computers so they are completely independent and one fault cannot affect both.
2-If you only want to diagnose one of the systems (say you have a fault on A) then you can connect to only A and ignore B.

What about the dongle? Do you need one? Do you also upgrade the ECU program separate for Line A and Line B? What is the procedure to upgrade newer program versions?

The dongle is more for a service center but if you do your own maintenance you can get one, or borrow one?
for the upgrade you connect to both lanes. the instructions are in the latest rev of the 912iS heavy maint manual. it is easy to do if you pay attention to the notes and cautions.
