I don't understand - the "float bowl" has been removed and if it wasn't how would I gain access to the interior?

I tried to find detailed instructions/video, to be sure I was taking the measurement's between the correct points & making the adjustment correctly - could not find anything. So I just made several point to point measurement's, until I found that between the "central "jet post" & the armature it was10.5 mm.
(Why is the, much easier, measurement not taken from the "washer" on top (when carby upside down) of the jet post ?)

The "tab" is under the pin that holds the armature assembly in place, what tool do you use to bend it?
"Don't leave it at 9.5mm"
What may the effect of 9.5 mm setting be??
