as the engine does not start. 

on cold is possible? if yes, Value?

Do the normal leak down procedure and see what you get. The numbers might be lower than when the engine is warm, however, it will still give you a good indication if you have a problem or not (valves leaking, rings, etc.)

Are you running any type of fuel additives like TCP or Declin to help scavenge the lead? 

Best guess is you have carbon build-up underneath the exhaust valve seat causing it to lose compression due to the valve not closing completely. 

No such TCP or Decline used. Only fresh 100LL used for 2_3 years. 

TCP or Declin is a great thing for scavenging lead build up.
