The problem is your propeller/controller. the engine has no rev limiter (they are not allowed for certification)
If you have a 914F2 then you have an electric propeller. (I don't know much about them but your owners manual should detail how you set up the fine pitch setting)
If you have a 914F3 then you have a hydraulic governor: Adjust the prop fine pitch setting to only 5700 or 5750 static. This is normally done by taking the spinner dome off and adjusting the nut or screw in or out. It is a trial and error adjustment. Do not try and control the fine pitch with the governor. This will again be in your prop owner's manual.
That should prevent the overshoot.
It is normal for the MAP to overshoot, for a few seconds, and then it should return to ~40"
