David is correct where most mount the pump vent/drain tube. Back to the fire wall, make sure it isn't on or too close to an exhaust pipe and run it down to the bottom of the cowl, but not into the air stream. I see regular fuel hose used, clear polyvinyl used and the RV 12's use a combo of fuel hose into a piece of aluminum tube. It all works.
I don't think there is a need to punch a hole through your cowl. Routing and installing a piece of polyvinyl takes about 3-5 minutes.
