Does anyone know where to locate the optional special tool mentioned in this article?

They are no longer available. We had a couple hundred of those kits made for the valve spring retainer program way back in 2002. The machinist who made them passed away a few years ago :(
You may be able to find a kit in your local Rotax mechanics toolbox?
The Rotax valve spring compressor also works well part number 877387
