Reviving this old thread. Did you figure it out, Jim? I'm wondering if the engine was perhaps operating properly. As I understand it, the engine is capable of full takeoff power (115 hp) up to 8000 ft and full continuous power (100 hp) up to 16000 feet. So yes, you should easily make 70% power at 11,000 feet, but would this power setting be realized in the 0-100% throttle range, or would the throttle need to be advanced into the 100-115% range?
