Bootstrapping is an term from the old days; at higher altitude the wastegate can be closed but the turbo can't provide enough boost to keep the manifold pressure constant. The turbo controller can fall behind (chase) the manifold pressure so you get a increase and decrease in boost. (subject to errors; its been 15 years since I worked on the old oil pressure controllers found on TSIO-520's, GTSIO-520's etc)
