Yes, there is at least 20% of added power (augmented manifold pressure) even if the wastegate is fully open.

[It is used if you get bootstrapping or any loss of control over the turbo.]

Bootstrapping is an term from the old days; at higher altitude the wastegate can be closed but the turbo can't provide enough boost to keep the manifold pressure constant. The turbo controller can fall behind (chase) the manifold pressure so you get a increase and decrease in boost. (subject to errors; its been 15 years since I worked on the old oil pressure controllers found on TSIO-520's, GTSIO-520's etc)

The 914 install and ops manuals, as well as the line and heavy maintenance manuals have good overviews on how the TCU operate and test.
