Around the plate of the balance masters, a channel with mercury is stamped,the weight of the mercury is spread around the channel to compensate the imbalance of the propeller using Newton's 3rd law of motion (for every force there is an equal force applied in the opposite way)

Hey guys
I've a question about "master Propeller" which is mentioned in OHM and MMH.what is used for? and why?
I read MMH sec 16.1.3 & 16.5 & 16.5.2 Up to now,but I do'nt understand why do we use it.
