looking for water radiator flap

Hi. I'm going to make in-flight regulated flap that allow me to cover water radiator to keep optimal temperature (especialy in winter).
Do you know any good technical solutions?

I saw that most peoples use oil cooler shutters. There anybody use water radiator covering? With about 0*C outside I have full covered oil cooler and only 70*C in flight. I have to cover more than half water cooler to obtain about 87 - 90*C.
