James,

When you drained the fuel tank did you find any water? If so, I would check the bowls again. sometimes water in the fuel lines will fill the bowl again. One way to be sure you have all the water out is to remove the bowls (that will open the float valves), then run the electric fuel pump a few seconds. This can be messy, but it will clear the water out. Also check the gascolator and the fuel filter. Water in a fuel filter can be very hard to dislodge and can cause problems for a long time. It wouldn't be a bad idea to remove and clean the carbs with some carb cleaner. You can also take the bottom plugs out and crank the engine a few seconds with the mags off. This will remove any residual water in the cylinders.

If you found a little water in the oil and you know it came from the fuel, I wouldn't worry too much about that. It will boil out when you get the engine running.

I can't figure out why it isn't starting? I know it has compression and spark, there is clean fuel in the float bowls.

Flooded maybe? Check the bottom plugs for excess fuel. If everything is dry, try a little fuel squirted straight into the carb. A restart after a problem like this can be tricky sometimes even though the problem is solved. I've seen some that started right up after sitting overnight.
