1)the throttle is not fully closed
2) small battery 7 amps
3)yes i have newer high torque starter

the outside temp : very hot :30c

My 912UL will not start at all if the throttle is partly open.

Hi, I would try the throttle fully closed, with the choke on ,this is the recommended cold starting method. If you can try a bigger amp battery, I think that will help allot.
