It would certainly be helpful if there was some clear explanation from Rotax for how they intend all the graphs in Chapter 5 to be used in practice.

My interpretation of the graph in Figure 5 is that it shows the expected fuel flow at the given RPM/MAP combination. For instance, at 5000 RPM you can expect 20 l/h, but ONLY if you're at about 27 in.Hg throttle setting. Likewise, approx 12 l/h at 4000 RPM and 24 in.Hg.

Thanks Tim. I still cannot match the data derived from the two different sources in the Rotax manual.
