I see you are in the USA.  The kitfox 3 were all kit plans, therefore made as experimental.  There is no requirement to overhaul under the FAA.  The determination as to condition is however something that should be done by someone familiar with that engine and aircraft type.  Age can produce rotten rubber parts and corrosion.  If the engine has been sitting for a long period oils become solid and fuels evaporate leaving varnish and plug fuel lines and carburetors.  Some of the oldest 912 engines only had an 800 hour TBO from the factory, later versions were increased to 1000, then 1200 and much later 1500.  Only engines made after mid 2006 were 2000 TBO.  The chart and serial range of each version is found in the Maintenance Manual Line, download it for free from FlyRotax.com
