13.9 is just fine, it is normally 13.7 up to about 14..2 but of course there are many variables. As long as you are producing more than 12 you are charging the system.

Yes to the first part, 13.7 to 14.2 is fine, but as to the second part, not exactly. A voltage of over 12v does not necessarily mean you are charging the battery.
The fully charged nominal voltage of the EarthX battery is 13.3V. At 13V the battery is about 50%, and at 12.5V the battery is down to 20%. So if you are showing a maintained voltage below 13V, the system is likely discharging.
