503 won't start

I've replaced the spark plugs, cap, and cleaned the carb, replaced the primer bulb. I ran the engine without propeller to use up the gas leftover in the fuel tank. It was last year around June to get fuel out of engine. It had been sitting more than a year.

Now it won't start. I'm unable to pull the rope to start. It's kinda like sticky. Pull rope usually being pulled smooth.

    Sorry to be the bearer of bad news, but if you didn't pickle the engine properly (fogging oil, very rich oil/fuel mix, tightly sealing the intake and exhaust), its probably rusted up. Even if you do get the motor to turn I wouldn't risk my life with it until it has had a full rebuild. The rust in the cylinders can jam the piston rings, and also get down into the bearings of the motor. The needle bearings in the engine are also possibly rusted due to letting it sit for a year. You may be able to get it to run, but I think the odds are high you would have an engine failure within a few hours. The bearings in that engine are very tight tolerance, and a high revving engine like that won't tolerate damaged bearings for long. It is also very bad for an engine to run without a prop, since it acts like a flywheel. You may be able to find a jet ski or snowmobile shop that can work on it for you, although the best (and more expensive) option would be to have a Rotax guy work on it.
