This "pulse line" is what operates the fuel pump. As the vacuum "pulses" from piston movement, this vacuum variation pulls and releases a diaphram which "pumps" the fuel from the fuel inlet hose and to the carb.
I wish I could find a two stroke engine book that explained these things. Or even better, a book that explained these things as they relate to the Rotax.

Like Nick says, go to the california power systems website and look for Tech Articles under the tech info tab. Just about anything you need to know is there. You can also buy from CPS the Rotax 2 cycle repair manual. For some strange reason, it is not among the manuals offered under the support tab on this site, and it is the official rotax manual.
